A global target of stabilizing greenhouse-gas concentrations at between 450 and 550 parts per million carbon-dioxide equivalent has proven robust to recent developments in the science and economics of climate change. Retrospective analysis of the Stern Review suggests that the risks were underestimated, indicating a stabilization target closer to 450 ppm CO2e. Climate policy at the international level is now moving rapidly towards agreeing an emissions pathway, and distributing responsibilities between countries. A feasible framework can be constructed in which each (...) country takes on its own responsibilities and targets, based on a shared understanding of the risks and the need for action and collaboration on climate change. The global deal should contain six key features: a pathway to achieve the world target of 50 per cent reductions by 2050, where rich countries contribute at least 75 per cent of the reductions; global emissions trading to reduce costs; reform of the clean development mechanism to scale up emission reductions on a sectoral or benchmark level; scaling up of R&D funding for low-carbon energy; an agreement on deforestation; and adaptation finance. This book provides a framework for thinking about foundational philosophical questions surrounding machine learning as an approach to artificial intelligence. Specifically, it links recent breakthroughs in deep learning to classical empiricist philosophy of mind. In recent assessments of deep learning's current capabilities and future potential, prominent scientists have cited historical figures from the perennial philosophical debate between nativism and empiricism, which primarily concerns the origins of abstract knowledge. These empiricists were generally faculty psychologists; that is, they argued that the active (...) engagement of general psychological faculties-such as perception, memory, imagination, attention, and empathy-enables rational agents to extract abstract knowledge from sensory experience. This book explains a number of recent attempts to model roles attributed to these faculties in deep neural network based artificial agents by appeal to the faculty psychology of philosophers such as Aristotle, Ibn Sina (Avicenna), John Locke David Hume, William James, and Sophie de Grouchy. It illustrates the utility of this interdisciplinary connection by showing how it can provide benefits to both philosophy and computer science: computer scientists can continue to mine the history of philosophy for ideas and aspirational targets to hit on the way to more robustly rational artificial agents, and philosophers can see how some of the historical empiricists' most ambitious speculations can be realized in specific computational systems. An obligation may take either of two forms, each form being reported in a different way. For example, when we report the obligation of parents to care for their children, if it is the moral obligation we mean, we will say ‘Parents ought to look after their children’ but if we mean the legal obligation, we will say ‘Parents have to look after their children’. A plural referring expression (‘the Fs’ or ‘Tom, Dick and Harriet’) may be used to refer either distributively, saying something which applies to each of the Fs individually, or collectively, to the Fs taken as a single totality. Predicate Logic has to analyse both uses in terms of singular reference, treating them quite differently in so doing; but we think of such an expression as functioning in basically the same way in both kinds of use. This understanding can be vindicated (...) if we recognise that what a plural referring expression picks out is not either an aggregate simpliciter or a set, but a plurality– an aggregate taken relative to a principle for individuating its constituents; this admits of being seen either as many things or as one. In any given case, it is the nature of what is being said about the plurality which tells us whether the reference to it is to be taken as distributive, collective, or a combination of the two. Talk about pluralities is extensional. Augmenting Predicate Logic to accommodate the distinctive inference‐pattern associated with distributive plural reference is simple – and arguably necessary, to cope with cases in which distributive and collective reference are essentially combined (e.g., attributions of concerted action). In this 1970 introduction to philosophy Mr Taylor concentrates on two central topics - explanation and meaning. He takes the argument far enough to acquaint the reader first-hand with the methods and approach of analytical philosophy, and yet because of the scope of these two topics he is able to introduce many of the traditional philosophical problems in epistemology, metaphysics, ethics, aesthetics, and logic. By this approach he avoids the dangers both of superficiality and of undue technicality. Philosophers are concerned (...) to analyse and describe certain concepts and modes of argument, not to establish facts or conclusions of any sort that can be tested by formal demonstration or controlled observation; their findings cannot be conveniently categorized or graded into a comprehensive and progressive course of studies. Mr Taylor meets this difficulty with his extended discussions of specific topics and questions which have implications over the whole subject. (shrink)

Max Picard (1888-1965) was a Swiss-German writer, who converted to Catholicism from Judaism. A doctor and psychologist, Picard worked in Berlin but retired in the 1920s to Switzerland. He is often regarded as a "wisdom thinker," and his rich and penetrating writings continue to speak to us in the twenty-first century. The Flight from God is an incisive, profound description of many of the problems facing modern culture, and its analysis resonates with us more today than when first published in (...) 1934. Picard illustrates that modern culture is essentially in Flight, and so the individual is under pressure to make a choice; in earlier generations only an individual could be in flight because the culture itself was not in flight but in Faith. The flight does not require courage or guilt; yet it is to be found in, and is often destructive of, many facets of life including human relationships, art, economics, science, entertainment, even religion. Because of this it leaves many in anguish, from which we seek alternative avenues of structure and meaning. Yet, in every person there is a residue that will not yield itself to the flight, and this is bound up with love, which reminds us of God. Picard shows how God is always somehow present in the flight--just when we think we are arriving from the flight, we find that God is already there. Picard's identification and discussion of the roots of the distresses of modern culture, and its attempts to grapple with the spiritual dimension of human experience, along with tensions created by freedom and individuality, are clearly still of the greatest relevance for us today.
